Dr. Summer D. Hartley

President

Dr. Summer D. Hartley is a visionary leader in population health with a passion for transforming healthcare in underserved communities. With extensive experience in health systems management and a deep understanding of the challenges faced by rural and provider-shortage areas, she brings a strategic and innovative approach to improving health outcomes. Dr. Hartley is known for her ability to combine data-driven insights with practical, community-based solutions that foster lasting change. Her dedication to health equity and collaboration has made her a trusted partner for organizations seeking to enhance access to care. As the founder of Hartley Health Solutions, she is committed to empowering others to create healthier, more resilient communities.

Background

Dr. Summer Hartley is a nurse scientist and leader in population health, recognized for her instrumental role in developing West Virginia's first nationally recognized public health institute,
the WVU Health Affairs Institute. Dr. Hartley’s career is distinguished by her dedication to improving health services for vulnerable, underserved populations both domestically and internationally through her extensive international work in Uganda, Nepal, and New Zealand, and her previous role as a health scientist at the Centers for Disease Control and Prevention.

Dr. Angela dyer

Senior Associate

Dr. Angela Dyer is a Senior Associate at Hartley Health Solutions, where she adeptly manages daily operations and collaborates closely with the President to lead program evaluations and high-level research initiatives. With over a decade of experience in the field, Dr. Dyer has held roles such as Principal Investigator, Program Director, and Lead Evaluator on significant state-wide, mixed-methods evaluations. Notably, as Principal Investigator, she spearheaded the Workload Study of Child Welfare Service Workers, influencing West Virginia legislation on key workforce issues. She also directed the Mountain State Assessment of Trends in Community Health (MATCH) project, which developed a pioneering public health surveillance system for the state’s Medicaid population, and the comprehensive Assessment of the West Virginia Homeless Population project. Additionally, Dr. Dyer’s tenure as an embedded evaluator with the West Virginia Department of Human Services, Bureau for Behavioral Health, saw her leading evaluations for major federal grants aimed at addressing the opioid crisis. Her extensive experience also extends to maternal and child health, demonstrated through her role as Training Specialist for a home visiting program and her dissertation work on prenatal physical activity. Dr. Dyer’s blend of evaluation expertise and applied research skills, particularly in maternal and child health, make her exceptionally qualified to execute complex projects effectively.

Ethan C. Hamilton

Health Policy Analyst

Ethan C. Hamilton is a Health Policy Analyst driven by the mission to bridge science and policy in ways that strengthen communities and expand access to care. With a B.S. in Immunology & Medical Microbiology from West Virginia University and an M.S. in Biohazard Threat Agents & Emerging Infectious Diseases underway at Georgetown University, Ethan blends scientific training with policy analysis to tackle urgent health challenges. His work has centered on opioid harm reduction, chronic disease prevention, and food-as-medicine initiatives that improve outcomes in rural and underserved populations. He views policy not just as a tool for reform, but as a lever for long-term transformation—where bold ideas, rigorous analysis, and collaborative leadership can shape healthier futures. With a focus on driving results and inspiring others to act, Ethan is building a career dedicated to making public health smarter and more resilient. His long-term goal is to be a national leader advancing evidence-based policy that improves health outcomes and enhances public resilience.
